The UPCAT qualifier receives the Notice of Admission to UP by mail. The
Notice of Admission includes the student number and PIN necessary to
gain access to online applications such as STFAP Online.

The student who will apply for STFAP benefits decides whether to apply
online or manually:

If the student decides to apply online:
The student uses the Student Number and PIN given in the Notice of
Admission to access STFAP Online at http://stfap.up.edu.ph.
The student or parent/legal guardian provides responses to the
items required in the online application. The student or
parent/legal guardian prints the filled-up application and both
sign it. The student or parent/legal guardian has the form notarized
and personally submits the printed notarized form with supporting
documents to the office of scholarships of the campus.
Alternatively, the student or parent/legal guardian can mail the
printed, signed and notarized form with supporting documents to the
office of scholarships of the campus.

If the student decides to apply manually:
The student gets a printed application form (UP STFAP Form AB-1)
from the office of scholarships of the campus at a cost of five
pesos (PhP5.00) for each form. The student or parent/legal guardian
provides responses to the items required in the printed application
form. The student and parent/legal guardian both sign the form. The
student or parent/legal guardian has the filled-up application form
notarized and personally submits the notarized form with supporting
documents to the office of scholarships of the campus.
Alternatively, the student or parent/legal guardian can mail the
notarized form with supporting documents to the office of
scholarships of the campus.

The office of scholarships of the campus receives the submitted form and
checks the form for completeness. If the form is incomplete or
improperly filled up, the form is returned to the student/parent/legal
guardian with instructions.
The office of scholarships of the campus sends the application forms in
batches to the UP System STFAP Processing Group.

The STFAP Processing Group receives the STFAP application forms from
the campuses and forwards them to the UP Computer Center for encoding
and verification.
The UP Computer Center encodes the data in the forms, verifies the data,
and sends the encoded data to the STFAP Processing Group.

The STFAP Processing Group merges the data from the online STFAP
application system with the encoded data from the manual applications.
The data set is fed to the program that will perform the bracketing of
the STFAP applicants based on the data they submitted.

The bracket results are made available on the STFAP website where each
applicant can view his/her bracket assignment. The applicant can print
the bracket information for use in the assessment of fees.
Incoming freshmen who submitted their applications before the deadline
should be able to receive their bracket assignments before the advance
freshman registration period.

Reports on the bracket results are made available online to the offices
of scholarships for each campus. These offices can download and print
the bracket results for the applicants in their campus.

For incoming freshmen, the student can use the assigned STFAP bracket
for the assessment and payment of fees during the advance freshman
registration.

Students who will not avail of the advance freshman registration can
use the assigned STFAP bracket for the assessment and payment of fees
during the regular freshman registration. Students who filed late
applications will be temporarily assigned to Bracket B, pending the
assignment and release of their proper brackets.

Appeals for re-bracketing will be accepted by the office of scholarships
for each campus. The campus committee will decide on the merits of each
appeal based on policies that are set by the UP System committee on
scholarships and financial assistance.
